Blocklist scans

Run a one-off blocklist check of any domain or IP and read its result. The API path uses the older word blacklist (/api/v1/blacklist). A check runs in the background: start it, then poll its status or pass a callback_url. Each check costs 1 credit, and a check that fails is refunded.
