Delivery hours

Delivery hours are weekly schedules for when alerts may reach your alert channels. Delivery hours are called alert groups in the API (/api/v1/alert-groups); older docs call them contact groups. A channel that follows no delivery hours gets alerts at any time. Outside the hours, blocklist alerts are held and go out when the hours next open; other alerts are dropped, not sent later.
